Cs: the Planning Commission reveals a new clumsiness of the PP that could cost the City another 2.5 million euros (25/02/2019)

After attending today the ordinary session of the Informative Committee on Urbanism and Infrastructure, the spokesman for Citizens in Cartagena, Manuel Padin, reported that "the local executive has given an account of the list of urban agreements signed by the Consistory from 1995 to the present , thus fulfilling the request presented by Cs in the Plenary last January ".

This list will be sent to the Municipal Groups to be studied in more depth, but has already uncovered the existence of a new agreement that may pose a risk to the municipal coffers, "an agreement already contested by ADIF and for which claims 2.5 million euros to the City Council for land use not acquired after the end of the validity of an agreement in 2014 on account of the works of the Greenway of Barrio Peral, "era in which the Partido Popular ruled, another administrative route that opens and that can seriously damage our interests if we do not reach an agreement that satisfies both the City Council and the public entity dependent on the Ministry of Development. "

This is the agreement signed in 2010 by which Adif gave the ownership of the land from the Los Barreros roundabout to Ronda Norte in exchange for future compensation, for which it would be assigned to the company that owns the the train tracks 0.4 percent buildable, about 13,000 square meters, probably in the Partial Plan CC1 which is where they showed interest.

The deadline for delivery was expired in 2014 when the Partido Popular ruled that it did nothing in four years, and once this date arrives Adif can, as it has done, claim the payment in cash.

"I understand that in order to solve this new urban doldrums or PP clumsiness, the Socialist Executive must now undertake a negotiation with Adif to agree on a payment in reasonable terms, or another type of agreement that is not so fraudulent for everyone's money," designated Manuel Padín.

12, 5 million euros

This new threat is added to the known penalties by 5.2 million euros for the breach of the PP of the urban development agreement in the El Vivero Partial Plan, in La Manga, the possible 3.5 million euros for the alienation of the land in La Azohía and the 1.5 million for the irregular expropriations in Casco Historico, and the lawsuit filed by a company in which they claim 2.3 million euros plus interest for the breach of a 2008 swap. "The PP can cost a total of 12.5 million euros from everyone's money, and neither ask for forgiveness, nor purify internal responsibilities, nor recognize that this political organization has damaged and mortgaged the future of Cartagena for the next 6 or 8 years ", says Manuel Padín

Rambla Plan

Regarding the Rambla Partial Plan, the Government of Cartagena has provided up to three legal reports that support the process undertaken by the Government of Cartagena and that would confirm that the works that are being executed are included in the urbanization project approved at the time and, therefore, they do not require any new license to legitimize their execution, "we rely on the technical criteria of our municipal services, if other parties want to question it, I suspect that they do so by pre-election tactics and not by the future of Cartagena precisely", Manuel Padín has indicated.

Noise Ordinance rejected

The proposal for the approval of the Noise Ordinance project has been included on the Agenda, which has not gone ahead.

Partido Popular, MC and Ciudadanos have voted against, while Podemos and PSOE have voted in favor.

The draft ordinance was sent to the Municipal Groups last Wednesday at the last minute and the following day a meeting was held with municipal technicians who clarified some of the doubts raised and the reasons for the refusal to the proposals presented in the public consultation process previous elaboration of the definitive text of the ordinance, novelty that gathers the article 133 of the Law 39/2015.

Cs and other municipal groups asked the PSOE to seek an intermediate solution that can reconcile the rest of the neighbors with this type of action, "but has not responded to this request and has tried to put shoehorn, hurry and out of the Agenda this draft, that's why we have not been able to support him, "explains Cs spokesman Manuel Padín.
