Cs recalls that the creation of a solar ordinance represents only 5% of the execution of its full agreements (09/02/2019)

Citizens managed to bring forward in the regular plenary of October 2018 the proposal of two plans of shock to combat the proliferation of illegal dumps, uncontrolled dumping and abandoned lots of private ownership.

The plan to reverse the situation of private plots in an unhealthy state has had the support of all political groups, except CTSSP-Podemos who refrained from considering, as he said in the plenary session, that the City Council does not have to establish No kind of dialogue with the owners of those lands.

"Although the PSOE government has begun to partially execute one of the two plans of collision with the specific solar ordinance, it remains to do 95 percent of the content of our strategy to combat waste dumps and abandoned lots," said Manuel Padín reminds us that in terms of unbuilt land, "the Government of Cartagena must prepare, by virtue of our agreement, a census of the vacant lots of our municipal area, including among other points, ownership, status of the site, situation administrative, and number of notices or sanctions received, in order to prioritize and expedite the procedures of requirement, sanction and cleaning ".

In addition, the City will also have to reinforce the area of ​​Urbanism that manages this type of files (something in process but not executed), and promote a specific semester campaign of inspection of private lots of the municipality.

In addition, it must generate collaboration and mediation formulas between the neighbors of the affected places and the owners of the lots to give provisional use to these spaces for parking, solar orchards, or whatever is deemed appropriate if there is no work forecast.

The motion of Citizens also mandates that the Government of Cartagena study the economic feasibility of reserving an annual budget to hire an external company to carry out clean-up procedures in the abandoned and dangerous lots of the municipality, with a subsidiary charge to the owners of these lands .

The outdated municipal ordinances on street cleaning must also be updated, and deadlines for forced building must be regulated in order to tighten the penalties and adapt them to current regulations.

Finally, Cs managed to get the Plenary to support the inclusion of the municipal website, information to the citizen on requirements and procedures for reporting those sites that are abandoned and do not meet the hygienic-sanitary conditions due.

Plan against illegal dumps

The plan to collide with spills and illegal dumps also garnered the unanimous support of the municipal Corporation in October 2018 "but unlike what happens with the land plots, it has not even begun to be executed, in fact the dumps legal landfills are still appearing as, we reported a few days ago in the area of ​​Molinete, "says Padin.

Thanks to the plenary agreement promoted by the orange training, the City must prepare a list of the black spots of the municipality, or those areas that are most commonly used as dumps, "that will be the starting point to develop a comprehensive plan against landfills illegal and dumping ".

In addition, it will be necessary to establish a surveillance and control protocol through the installation of security cameras and the creation of special police surveillance devices.

The Cs proposal includes the obligation to develop an annual awareness campaign and prevention against this phenomenon of illegal dumps and spills in two ways: on the one hand, reporting sanctions for abandonment of debris, and on the other, promoting the use of points clean in the municipality.

The City Council should also study the possibility of increasing the number of these clean points in those areas that are most necessary, such as, for example, in the vicinity of the historic center.

The agreement requires updating the road cleaning ordinance of 1987, tightening sanctions for abandoning waste in illegal dumps, roads and highways and other similar places and promoting the development of the construction waste management ordinance , and that an endorsement be included if it is possible in the work licenses and responsible declarations, which will be returned when it is proven that the debris has been removed correctly.

The Cs motion also urges that meetings be held with the Government delegate and members of the CARM for the search and development of financing and collaboration formulas among the administrations for the fight against illegal dumps and spills.
