Citizens will demand in the Plenary a diagnosis as a previous step to the Plan of Coexistence and Social Integration of Cartagena (06/02/2019)

On the occasion of the constitution today of the Bureau of Social Inclusion and Promotion of Citizenship, Citizens today announced that they will defend at the next plenary session the first steps for the implementation of the first municipal plan for coexistence and social inclusion in Cartagena .

This initiative, already targeted by the orange training in the past, has been one of the conclusions of the meeting that Cs Cartagena spokesman, Manuel Padín, has maintained with the CEPAIM Foundation board at the headquarters in the Villalba neighborhood.

"We have the constant feeling that in this City Council everything is to be done, we are one of the few Spanish municipalities of a certain entity without a plan of this type," laments Citizen spokesman who adds that "until a year ago not even we had an action protocol for the reception, reception and integration of refugees. "

"We have been informed that today there is no diagnostic study to determine the situation in Cartagena, and from Ciudadanos we believe that this is the first step, obtain an accurate knowledge of the new social reality, analyze the needs, gaps, and opportunities that are offered and offered by the collectives in the integration process ", explained Manuel Padín who says that it is" essential to use analysis tools of proven effectiveness, perhaps through the UPCT, to obtain useful information through secondary sources and the associative fabric ".

"After the conclusions of the diagnosis, necessarily professional and with the collaboration of the UPCT will be the time to start a second phase for the writing of the inclusion plan and finally the coexistence," said Manuel Padin, who believes that so far "very valuable socio-cultural interventions have been carried out, but in specific neighborhoods, that is, in a very limited way".

In this sense, Cs believes that the table set up to combat social exclusion may be the germ that leads this plan.

For Citizens it is an ambitious plan that will necessarily take several years, but essential for Cartagena to adapt to new times and migratory flows.

At the local level, Cs understands that the adaptation of municipal services to the management of diversity must go through continuous, specialized and integrated training, "for our technicians in the areas of Social Services but also for those in the areas of Employment , Education, Health, Childhood, Equality or Youth ", says Manuel Padín.

The plan must contemplate the creation and dissemination of information materials and workshops, information services and school, health, and family mediation, "and actions to raise awareness in the local business fabric".

Visit to the facilities

The spokesperson for Citizens in Cartagena, Manuel Padín, has been able to visit the facilities that the CEPAIM Foundation has in Mérida Street in the Villalba neighborhood.

Manuel Padín has been able to know more details of the different departments that make up the Foundation and the human team, "it is a pride for the municipality to have a social organization as powerful as this one and with a team of first level professionals who do so much in the assistance and reception of immigrants, labor and social inclusion, education, or awareness. At present, CEPAIM is preparing a series of actions and activities to commemorate its 25th anniversary for which Ciudadanos has offered its collaboration and participation.

The spokesperson for Citizens in Cartagena, Manuel Padín, and the mayor, Ana Rama, have received in their municipal offices in the Consistorial Palace those responsible for the project of Intercultural Community Intervention (ICI), in the Historic District and Sector Station, to the coordinator , Cristina Martínez, and assistant technician, Alba Pellicer, who have been accompanied by a worker from the Department of Social Services.

The purpose of these meetings with the Municipal Groups of the City is to collect the opinion of the different political forces, among other interested entities in the ICI, on the development of this project that began in July 2014 with the support of the Obra Social 'La Caixa 'and the management of the CEPAIM Foundation and in which around twenty collective and public and private institutions have collaborated.

The coordinator of this project, from the CEPAIM Foundation, explained that in 2019 they start a stage of evaluation of the whole project, "we are developing a historical story with the objective of making visible the work and the changes that we have introduced in the territory, so that we are in a position to carry out a complete diagnosis of the program and face new future challenges to promote coexistence and social cohesion ".

They also reported that they are immersed in the organization of the Winter School with the hope to attend more than thirty young people divided into two working groups.

For his part, the spokesman of Citizens has highlighted "the extraordinary work that has been done during these four years with this community intervention" and asked to improve the participation of the City Council in upcoming appointments "we know from them that some municipal technicians have collaborated, but in a timely manner I think it is desirable that we make an effort so that part of our social workers can lend a hand to the project full time and with the utmost dedication. "

Manuel Padín has insisted that this kind of projects are essential but must be contextualized in a global municipal plan that affects education and urban regeneration, "everything is a chain, punctual interventions are necessary and create a very productive social inertia but they are not enough if there is not a multi-level roadmap behind it. "

"Everything is connected, if we promote a commercial revitalization plan, we will generate employment and wealth, if we reverse the aging of our real estate park, if we promote the Local Development and Employment Agency, if we build works in the abandoned lots, if we do the Comprehensive Tourism Plan, if we do all that, we will create a spiral of growth that will facilitate the social integration of all migration profiles, "said Manuel Padín.

The Intercultural Community Intervention Project, promoted by the Obra Social "la Caixa" in 32 neighborhoods of Spain in collaboration with different administrations and social entities, is an initiative of social action with a preventive orientation and that fosters intercultural relations, favors cohesion social and aims to promote coexistence and community development of their territories.
