Citizens demand to create a Psychosocial Unit for Emergencies in the Civil Protection service of Cartagena (06/02/2019)

Citizens considered essential that in the Civil Protection Service of Cartagena, currently restructuring, there is a Unit of Psychosocial Care in Emergencies (UPSE), "the City has justified its refusal to sign an agreement with the Community for the care of victims of abuse in weekends for their doubts about the adequate assistance by volunteers, but the truth is that we could not even have assumed it since we do not have that group of volunteers, who in addition to that assistance, can perform many other support and assistance interventions that it is worth exploring ", explained the spokesman for Citizens in Cartagena, Manuel Padín, who recalls that the UPSE of Murcia has intervened in 125 cases of gender violence in the last two years.

Therefore, Citizens will request through the Department of Safety, that the new Civil Protection Coordinator, Sergio Gil, work on the creation of this group of psychosocial care in emergencies with its own regulations and a specific activation protocol, "on whether they must or not participate in cases of gender violence will be something that we have to discuss and agree on later ".

In addition, Citizens will propose, through a motion at the next Plenary, to promote the creation of collaboration agreements with the regional Administration, emergency services 061, UPCT, and other entities.

The orange training also believes necessary to create a specific website in which to dump relevant information linked to the concept of volunteering and new campaigns to promote the service.

"Another point that concerns us is the regulation that regulates Civil Protection," is from 2002, so we believe that it does not accommodate the new experience or the new state regulations, "adds Padín.

Citizens have been able to know that the directive structure has been completed and that the marked goal of reaching 100 volunteers before Easter has already been exceeded, "at this moment the corresponding courses are being carried out in the Public School of the Consistory (Espac ) and I hope we can double the figure to regain the number that a municipality as complex as ours requires, "says the orange spokesman who maintains that" with a destination like Cartagena, with the thousands of cruise passengers we receive, with so many miles of coastline, with events as important as Holy Week or Carnival, with the phenomenon of immigration, emergency operational services: firefighters, toilets, and Local Police require the support of Civil Protection volunteers, without assuming it is clear improper competitions ".

"It was a reckless anomaly that MC, being in the Government of Cartagena in 2015 and 2016, had practically dismantled the service," says Manuel Padín who now believes that "the appropriate steps are being taken for his recovery."

Regarding the surveillance and rescue work on beaches, Manuel Padin recalls that the crisis of Civil Protection forced the City to hire a service with a company "that costs us 787,000 euros per year, when we have restored the group we can return to a mixed service with the participation of a company that will provide about thirty professionals and about 200 volunteers of Civil Protection as it was done before and as it happens in the rest of town councils of the Mar Menor coast ".

Another issue discussed was the need for volunteers to be present in neighborhoods and councils during crowds of events and festivities and for the arrival of thousands of cruise passengers to the port, "a city like Cartagena has to demonstrate its status in the reception of visitors and provide proper attention. "

Finally, the spokesman of Citizens has assured that in the face of the negotiation of the next municipal budgets "we will take into account the needs in terms of the resources that this body of volunteers needs, we know that they have serious deficiencies in transport, communication and specialized equipment, among others ".
