Castejón continues to punish the neighbors and leaves 80% of the MC amendments to the 2018 Budget not executed (27/12/2018)

During the ordinary plenary session held this morning has confirmed what, throughout the year, MC has been denouncing.

A lost year.

Thus, since the PSOE has held the local Executive in Cartagena, after the breach of the governance pact for the legislature, there have been socialist breaches with neighbors and their needs.

The conjunction of inaction, laziness and incapacity has had an evident reflection in the ridiculous degree of execution of the amendments of MC to the municipal Budget of 2018. Today, the assistant spokesperson of MC, Isabel García, has asked again about the state of the amendments of its municipal Group and the PSOE's responses could not have been more discouraging.

Thus, of the total of 27 amendments, only 20% of them have been committed under the 2018 budget. In this sense, the CM has been required to take into account, given the flagrant non-compliance, at least its inclusion in the next budget, although this is now a mere illusion.

The 'Caostejón' effect will prevent the Comprehensive Action Plans in Districts and Departments from being carried out this year;

the reform of the Plaza de Alicante;

the storm raft of La Aljorra;

the enhancement of the Cándido Garden;

the completion of the football field 5 of La Aljorra and installation of lighting;

the adaptation of the Las Graduadas building;

the reform of Gisbert Street or the conditioning of the pedestrian access to Torreciega.

The situation is aggravated in these last three cases by removing the item recorded in the Budget by modification in the Governing Board.

The doubtful destiny of the assignments to the Municipal Groups

Previously, the agenda included the presentation of the accounts of the report related to the audit of the contributions received by the political groups corresponding to the second half of 2015 and the years 2016 and 2017.

Throughout his speech, MC Cartagena, through Isabel García, has highlighted the need to make neighbors know "if your money is being misused by those who should be your servants."

At the same time, he recalled that in February 2017, the Plenary, on the proposal of the mayor, José López, approved an agreement that established that the allocations be earmarked for group action expenses, provided that they have not been provided by the City Council.

At this point, it is striking that they have been given by good invoices of stationery or toner that facilitates the negotiation of purchases.

García has shown his doubts about the fact that from the Municipal Group C's he has distributed the money of the allocation among the members of his group "for the ambiguous concept of diet and without any external proof (receipt or invoice)".

He then regretted the 'favoritism' towards certain groups by allowing them a late justification and admitting that PP and PSOE can spend "pending amounts from one year to the next".

The mayor recalled that, "after the complaint of MC, the Court of Accounts is already investigating PP and PSOE to justify the municipal allocation for the period 2011 to 2015 with the mortgage receipts of its headquarters or the works in it, about 200,000 euros of all Cartagena ".

Rental and transfer of money from the Group to the party by the PP

The mayor of Cartagena has questioned that now the PP is removed "from the sleeve a kind of 'rent' or collaboration agreement, for which the municipal group pays fixed amounts to the party", by the use of the headquarters of this training.

Garcia added that "to the PP-PSOE coalition, now C's is added".

About this last training he said that "you can not come as a champion of transparency and regeneration and give the feeling of" deliver envelopes "to the first exchange".

As a counterpoint to this, the councilor of MC has shown that in the Cartagena training "we are clear that we have not come to politics to become rich but to serve our municipality."

Isabel Garcia added that "the councilors without dedication must live from their work, not from the Cartagena."

In this line, he stressed that "the first thing we did was lower the salaries of the councilors."

Questions to control the socialist misgovernment

The Cartagena training has completed its participation in the plenary asking, among other questions, about the installation of an air quality measurement equipment in the housing of the school's El Llano del Beal janitor;

on cleaning contracts in municipal buildings and schools;

the budgets of the Neighborhood Boards, or on the revision of the contract with the concessionaire that manages the Auditorium and Palacios de Congresos El Batel.
