Cs asks for an ordinance that regulates the municipal response to acts of vandalism after the attack on the Bethlehem of Pinacho (18/12/2018)

After knowing that last night the vandalism was sparked with the Bethlehem of Santa Lucia that for more than a decade has been installing the Cultural Association El Pinacho, the spokesman for Citizens in Cartagena, Manuel Padin, reported that "this morning we have called the president of this association, Manuel Torres, to make ourselves available to them and help them as much as possible ".

"They confirm that the events took place around one o'clock in the morning and that the vandals tried to burn the entire facility and caused considerable damage to the structure," said Manuel Padín, who has assured that his group "already has sent a letter to the mayor to help the members of this association in the reconstruction of the Bethlehem, and to increase security measures and prevent further vandalism.

Citizens today showed their concern about the increase of these acts in the municipality of Cartagena, "the increase in vandalism in Cartagena is an incontestable fact that the City Council has to address as soon as possible, the Bethlehem of Santa Lucia is the latest victim of a heartless incivility that has previously acted in the Torres Park where a few months ago the portable toilet for personnel and a container burned down, several lampposts and windows and doors inside the building were broken, and recessed luminaires were ripped off the wall, as well as Also, these acts have been suffered in the Cemetery of Los Remedios, in the Molinete Archaeological Park, in the Atalaya Castle, on the path to Cala Cortina, in the Residencial Buenos Aires, in some political headquarters located in the municipality, among others. "

"Only in containers, in 2017 the City Council has paid 250,000 euros to replace the burned," recalls Padín.

There is no ordinance for vandalism

Citizens denounces that Cartagena does not even have a specific ordinance that regulates the municipal response to issues such as acts of vandalism or attacks against urban furniture, "we need a legal tool so that our Local Police can act ex officio in situations where their intervention ", explained Manuel Padín.

In the absence of specific regulations, the City Council can only apply Organic Law 4/2015, of March 30, Protection of Citizen Security, the Law of Patrimony and, for minors, the Penal Law of Minors, in addition to the amount economic damage caused to legal guardians.

In this sense, the orange training recalls that in Lorca or Almeria there are ordinances for the Coexistence and Protection of Public Spaces, "therefore we are going to request the creation of this ordinance, and we expect the support of the Plenary in the month of January".

"The lack of municipal legislation is somewhat outrageous, we have ordinances of the 70s or 80s, and there are many that can regulate innumerable areas of action and municipal competition, that is something caused by an indolent Popular Party that has left our legislative package dying during years, something that neither PSOE nor MC have wanted or could correct, "says Manuel Padín.
