Citizens denounce that the PSOE violates its latest promise to convene the Municipal Council of Commerce (16/11/2018)

Ciudadanos denounces that the PSOE government has again failed to fulfill its latest promise to convene the Municipal Council of Commerce.

At the last ordinary plenary session, the responsible councilor, Carmen Martín del Amor, after failing to recognize the plagiarism of the revitalization plan, assured that this council will be held at the end of October, "16 days later, nothing is known", laments the spokesman for the orange formation, Manuel Padín.

"If this continues, we will have to propose to the rest of the opposition groups a schedule of regular meetings with all the Cartagena groups linked to trade to advance the trade plan and confront proposals," the Cs spokesman has warned. He recalled that his group presented in the month of August, "26 proposals for the Small Business Promotion Plan".

Cs remembers that its proposals arise from the meetings held with the commercial collectives throughout the legislature, and after a comparative analysis of the trade plans of other cities such as Bilbao, Cáceres, San Sebastián, Zaragoza, or Valencia, "what we will never do is present 10 proposals copied literally from the 2012 Palencia trade plan as the PSOE has done, "recalls Manuel Padín.

26 Cs proposals since August

The orange training highlights the need to perform an analysis of the current situation of trade in Cartagena, including a study of commercial spaces that distinguish areas of high commercial density that need a boost, "it is planning the desirable territorial balance of the commercial distribution in the municipality and identify the so-called commercial gaps to act with determination before the closure of businesses in the same urban area, "says Padín.

For Cs, it is also key to add permanent and updated indicators on shopping trends and habits among cruise passengers, international, national and regional tourists, and Cartagena residents.

The orange training also proposes the updating and development of some ordinances that are not contemplated in the draft of the trade plan, such as the one that regulates the public ornamentation that does not exist in Cartagena, the one of labels of 1994 or the one of outdoor advertising that is of 1988 and only regulates signage.

One of the most outstanding absences of the plagiarized draft of the PSOE is the lack of a firm commitment to promote the external and internal promotion of trade, "in this sense, we propose the development of a strategy that, together with the Port Authority and Port of Cultures , impel with strength and continuity the image of our commercial offer ".

Commercial attraction plan for cruise passengers

"The relations between the institutions must be fluid and direct, to be able to determine joint actions that promote the retail trade of Cartagena, for that reason we propose that the Port Authority be invited to the meetings of the Trade Council, in order to design together with City Council and sector collectives a strategy of commercial attraction for, for example, the thousands of cruise passengers who visit us every year ", suggests Padín.

On the other hand, Cs considers it imperative to promote, increase and improve the insertions and communication campaigns in the media, (traditional and digital), aimed at a national, international and regional target.

Regarding interior promotion, Manuel Padín recalled some plenary agreements promoted by his Group, which have also been included among the proposals for the commercial plan, such as the recovery of the Cartagena Book Fair, the Week of Small Commerce, the preparation of the candidacy of Cartagena as the Spanish Capital of Gastronomy, the shock plan for the recovery of the Gisbert Market, or the project to guarantee the generational replacement of our traditional stores.

Other Cs agreements that directly affect the health of small businesses in Cartagena, recalls Manuel Padín, are the shadow plan in public spaces, the increase in public sources of drinking water, the installation of public urinals, the installation of wifi zones free and solar chargers, the review and optimization of collective transport services, the urban art in free spaces, the rationalization and schedule of the garbage container system, the improvement of accessibility ... "Make no mistake, we can make all the plans we want, but if we do not have an attractive, safe, friendly, clean, and connected city, the small business will remain stagnant under minimum levels, "warns Manuel Padín.

Other of the most outstanding proposals of the orange training is the creation of a true digital platform and applications for mobile to give visibility to small businesses, "in this portal should be included all the relevant information of our shops and for our stores (news of interest on trade, advice aids, maps with geolocation, list of businesses broken down by sectors with search engine ...) and a database with a census of empty premises so that potential entrepreneurs can easily consult these business opportunities ", explains Manuel Padín.

Finally, Citizens understands that in addition to professional advice and the implementation of new technologies in shops it would be useful to provide municipal technicians with tools and spaces to receive updated and specialized information on matters that directly or indirectly affect or affect small businesses. ;

"From our perspective, it is about boosting commercial intelligence, improving the communication channels between merchants and the City Council, as has been done in other territories such as Navarra, through the periodic exchange of information (monthly bulletins with news of interest, good practices , updated legislation and regulations, holding explanatory days), and everything channeled through the Local Council of Commerce ", explained Manuel Padín.
