The City of Cartagena participates in an emergency drill for maritime pollution in La Azohía (07/11/2018)

The beach of La Azohía amanecía on the morning of this Wednesday, November 7, covered in oil spills from an incident on an oil tanker.

This is the approach with which the emergency drill promoted by the Ministry of Ecological Transition has been carried out and in which the City of Cartagena has participated.

The mayor of Cartagena, Ana Belén Castejón, and the mayor of Public Service, Manuel Mora, visited the area affected by pollution and participated in the development and coordination of the protocol that has been carried out to resolve the emergency situation .

A meeting in which the Government Delegate, Diego Conesa, also participated.

The simulation began in the early morning when the captain of an oil tanker alerted the Coordination Center for Maritime Rescue and Fight Against Pollution (CCS-LCC) and the Emergency Coordination Center of the Port Authority of Cartagena (CCE) of the spill of fuel oil to the sea, after a crack in the side of the ship.

In view of this emergency situation, a series of plans has been activated, such as the National Maritime Plan, the Maritime Interior Plan of the Port of Cartagena, the Accidental Marine Pollution Plan of the CARM, the Ribera Plan of the Ministry of Ecological Transition and the Emergency Plan. Municipal of Cartagena.

Around 10:00 am, an informative meeting was held at the beach with the people in charge of the different organisms and outstanding organizations to start up the appropriate maritime actions to begin the collection of the spills.

For this purpose, a series of means have been deployed on the coast shore in order to clean the part of the spill that has reached the beach, which is why a barrier of fixed cylindrical floating containment and a sealing barrier with the collaboration of a vessel and personnel of the Red Cross.

In addition, waste containers have been placed to collect the fuel, cleaning staff and tents to classify and treat, in the first instance, birds or animals that have been impregnated with pollution.

A decontamination corridor and a clean corridor have also been delimited to prevent the transfer of pollution to clean areas of the beach.

The mayor explained that "the City of Cartagena has participated in the cleaning of the coast with three local police patrols;

another three of Civil Protection with volunteers, a light vehicle of Firemen, as well as machinery of cleaning in beaches, that has consisted mainly of a tractor and a truck ".

At 2:00 pm, the emergency situation was taken for granted and there was a meeting at La Azohía beach to give an account of the conclusions of the development of the device.

"The simulation that we have witnessed today confirms that we are prepared to address any emergency situation of this type that occurs on our shores, thanks to the coordination of both administrations and the various emergency agencies," Castejón said. .

GENERAL AND INDIVIDUAL OBJECTIVES

As explained by the first mayor this simulation has as a general objective the evaluation of operational cooperation between the different Administrations, Organisms and Institutions involved in the event of accidental contamination, in accordance with the different contingency plans established in the 'National System of Response to marine pollution.

Another of the particular objectives that are pursued with the realization of these simulations is the training of all the personnel involved in the exercise.

Both in the operational deployment, such as room technicians, management personnel and in general all personnel who contemplate the plans or who might be of interest in case of real emergency (experts, volunteers, suppliers, managers ...).
