Cs dismantles the "falsehoods" that PSOE and Podemos have poured for not supporting urban planning norms in Cartagena (23/10/2018)

- López-Morell: "the most striking of the criticisms of PSOE and Podemos is that they are taking advantage of these same transitory rules in Dénia and Castellón, that is, they do not want for the Region and for Cartagena, what they do want for those territories where they govern, and that is totally incongruous "

- The spokesman for Citizens in Cartagena, Manuel Padín, hopes "that the mayor of Cartagena will be better documented, and will not hinder the granting of provisional licenses, because, after solving the legal and legislative aspect, she would be the only one to blame the urban paralysis of its own municipality, and it would be leading us to a rain of millionaire claims "

Cartagena, Tuesday October 23-.

Citizens has lashed out today harshly against PSOE and Podemos for the campaign of "lies, slander, and falsehoods" that have poured in recent days on account of the approval in the Regional Assembly of the Law of Business Acceleration and Urban Transitory Regulations that They will unlock dozens of pending projects in Cartagena for the construction of hundreds of homes.

The regional deputy of Citizens, Miguel López-Morell and the spokesman of the Orange formation in Cartagena, Manuel Padín, have appeared today before the media in the Press Room of the Consistorial Palace to explain how the new legislation will affect the local urbanism and clarify all The doubts.

Transitory rules

The deputy of Citizens recalls that "many municipalities in the Region do not have an updated General Urban Planning Plan, one third of them, either because they have not done so, or because Justice has knocked it down, as in the case of Cartagena in 2016 ".

"This has led to an extraordinary economic paralysis and the possibility that the municipal coffers have to face millions in compensation," says the orange deputy, "to resolve the issue we have resorted to legislation that already exists that is the Land Law, to a norm of provisional uses that appears in all the urbanistic norms of Spain, simply we have arbitrated a legal way so that the City council can grant a provisional license in those cases affected by the absence or expiration of the urban planning and in no case to the activities that may lead to environmental or sectorial breaches. "

Citizens clarifies that at all times is the City Council who decides whether or not to grant provisional use according to the current legislation and applies only to activities that are already scheduled but have been paralyzed by the suspension of an updated PGOU, "the most striking of the criticism of PSOE and Podemos is that they are taking advantage of these same transitory urban regulations in Dénia and Castellón, that is, they do not want for the Region and for Cartagena, what they do want for those territories where they govern, and that is totally incongruous ", says López-Morell who says that for these parties it seems that" what is desirable in this Community is the political and urban paralysis, and attack those who want to solve the problems by proposing viable solutions. "

Regarding the intention of PSOE and Podemos to bring the Law to the Constitutional Court, the orange deputy has indicated that "they are in their right, to do so, but I remind them that they have already taken several opinions to the Constitutional Court and in no case have come out ahead. "

He has also considered "absurd" the arguments offered by the mayor of Cartagena a few days ago in which he claimed not to risk granting provisional licenses in the event that the Constitutional put some snag, "because nobody is going to paralyze those works that have been made under current legislation, the recent jurisprudence that we have found in the courts gives us the reason ".

For his part, the spokesman for Citizens in Cartagena, Manuel Padín, hopes "that the mayor of Cartagena will be better documented, and will not put obstacles to the granting of provisional licenses, because, after solving the legislative and legal aspect, it would be the only guilty of the urban paralysis of their own municipality, and we would be leading to a hail of millionaire claims ".

Business Acceleration Law

Miguel López-Morell assured that this Business Acceleration Law "more than accelerating, resolves very old problems that affect the regional economy, especially the business sector, and that were posing a tremendous burden for the generation of wealth and employment in all the municipalities of the Autonomous Community, especially in Cartagena ".

"On this Law many falsehoods have been said that do not correspond to what the text says or to its spirit, this Law in no case supposes an amnesty for an illegal activity, nor is going to skip a single environmental procedure, neither suppose a shortcut on other companies that are already regularized, on the contrary, comes to unclog a situation that has been created at the local and regional level by the inaction of successive governments of both the PP and the PSOE, "said López-Morell.

The orange deputy recalled that this Law has found "a solution for the organization of industrial estates, incentives have been created for public universities, the creation of the business portfolio, reduction of bureaucratic obstacles for cooperatives, measures to help the development of tourist infrastructures, in short, measures to encourage investment in the entire Region of Murcia, especially in the Campo de Cartagena. "

On the licenses, the deputy of Citizens has clarified that it "recovers a figure that already exists in the legislation on provisional uses to remove many companies that are in the legal limbo in which they are because they have lost the license, in some cases are very old business. "

Lopez-Morell also explains that the last word will have the municipalities that will be those who have to grant or not that provisional license, and provided that the projects are in order in the industrial and environmental areas, while studying the file for a pre-established time "
