Cs leaves the Presidency of the Sea of ​​Music and will leave in two weeks all the commissions if the blockade continues (15/10/2018)

The spokesman of the Municipal Group of Citizens in Cartagena, Manuel Padín, today announced at a press conference his firm decision to resign as chairman of the Research Committee that studies the economic management carried out by those responsible for this musical event between 2012 and 2016. This municipal oversight body was constituted on September 30, 2016 at the request of the PP and MC political formations.

The orange spokesman made this announcement in a press conference in the hall of the Palace Hall accompanied by the councilors of Cs Cartagena, Ana Rama and Alfredo Nieto.

The orange spokesman has also announced that due to "the blockade and the unproductive paralysis" suffered by each and every one of the municipal research commissions that are underway, Citizens will abandon all of them if within two weeks a meeting of extraordinary spokespersons in which the immediate future of each one is clarified, "those that have to close in false, that do it, and those that have to reactivate that are reactivated, but we are not willing to continue forming part of this nonsense, this circus, and this scam to Cartagena and media professionals who cover these commissions, "said Manuel Padin.

As for the Sea of ​​Music, the spokesman of Cs has admitted that he resigns from the presidency, "with sadness and helplessness, after eight months trying to reactivate one of the few commissions that did work, and I warned on June 8 that it would effective this resignation if the City Council did not react, so that I can not be accused precisely of disloyalty.

Manuel Padín explained that this commission was constituted in September 2016 as a result of the cross-accusations made in the Plenary PP and MC on account of the economic management of the festival.

According to Padín, "from my appointment as president of the Commission and until March 2018, the meetings were happening normally, agreeing with their members the greater or lesser delay between them depending on the volume of documentation that was requested and contributing to be able to carry out the research work ".

However, Padin explains, in mid-March, the official who was the secretary of the Commission was transferred to the City of Murcia, so we requested the appointment of a new secretary.

The appointment became effective and all the information and documentation was transferred to him.

The first phase of the Commission, that of documentation and analysis, ended in March, and with the conclusions drawn in common, the first appearances were proposed to request their attendance at a meeting scheduled for April 20 ... As for the rest of the commissions, the spokesman for Citizens explained that "what is happening in this City Council with its research commissions is a real nonsense, each one of them has failed in a different way. the media that are interested and inform about them, we are wasting time and losing it to our public workers and the people of Cartagena ".

"A big lie that has not given, more than three years later, nothing of benefit to this municipality and it is already time for someone from the Government of Cartagena to recognize it and be honest with its neighbors and with journalists. we want to continue being accomplices of this circus that only serves to make cheap political propaganda, "Manuel Padín has warned.

Two weeks deadline to abandon all commissions

The orange formation gave the Government of Cartagena a period of two weeks to convene a meeting of extraordinary spokespersons to clarify which commissions should be closed and which should continue, "of the nine that exist, Batel and Casco Antiguo have only been completed, Although the latter remains unresolved, both have not provided a single conclusion that was not already known by the neighbors and the media, the rest are stopped or blocked between 5 and 18 months, "said the spokesman of Cs.

Citizens has opted to promote the study of a specific regulation for the correct development of these commissions that should be collected by the future Organic Regulation of the Plenary (ROP).

"We continue to believe in these oversight bodies, well taken, are spaces to analyze whether there are political responsibilities on dubious municipal management, correct and improve aspects of internal control and functioning, and hopefully even promote a legal action that can restore the damage suffered" .

Cs proposes to regulate the commissions

Cs has already proposed that the ROP regulate the functioning of these commissions and that it specify what matters can be brought to this commission, how many commissions can be convened at the same time, if they are excluded or not that have led to the opening of legal proceedings, the object and municipal competence of the investigation, its deadlines, the maximum duration, the reserved or public nature of the sessions, the possibility or not of public retransmission, the composition of the same, with or without the presence of internal advisers and external, among many other issues ", Manuel Padín has listed that has said that" right now there is nothing that regulates these bodies, and we should ask ourselves about the ability of this Corporation to investigate, what is the limit? to constitute 10, 20, 50 investigation commissions without damaging the daily work we must do for the good of the citizens?

In addition, Citizens denounces that the existence of up to nine investigative commissions has not prevented their investigation objects from being taken to the ordinary plenary, that is, "they have not served to saturate the plenary sessions, which as you know, last between 10 and 12 hours on average. "
