Cs asks the Government to act to help the residents of Isla Plana who are suffering from a calvary due to violent squatting (08/08/2018)

- The orange training has requested in writing to the local executive to check the ownership of the illegally occupied houses, urge the owners to take the appropriate legal measures and to increase as much as possible the police presence in the area to ensure safety of the neighbors

The neighbors of the urbanization of Mojon Hills in Isla Plana are suffering a real ordeal due to the presence of squatters in six homes.

The neighbors, as they told the cameras of 7TV Region of Murcia, have suffered death threats, intimidation, theft of equipment, punctures in the wheels of their cars, and have even had to close the pool because people who occupy illegally these houses have defecated in it.

Apparently, the ownership of these homes would belong, according to the information of 7TV, to a bank that has so far ignored the issue, both the abandonment of the houses and the presence of squatters.

The president of the Neighborhood Board of Isla Plana - La Azohía, María Dolores Díaz, has been in permanent contact during the last weeks with some of the neighbors who are supporting this situation and has collected the necessary documentation to transfer it to the City of Cartagena.

For its part, the Municipal Group of Citizens in Cartagena today sent all the information available to the Mayor's Office and the Department of Security and has requested that the ownership of illegally occupied houses be checked and the current owners are urged to take the appropriate legal measures and to increase as much as possible the police presence in the area to ensure the peace of the neighbors.

Manuel Padín recalled that in May 2017 he sent the City Council the need to act before the abandonment of this and other developments after visiting them with the neighborhood president and the president of the Community of Owners.

As Citizens have learned today, some residents of the area were up to the early hours of today trying to "negotiate" with the squatters the return of some stolen objects, "it is something grotesque that the neighbors have to expose themselves in this way," he said. Manuel Padín who has asked the councilor of Security to be present today in this urbanization and attend to its residents.

Cs also reports that for next August 24 at 6:00 p.m. a meeting has been called between the property manager and the residents of the affected urbanization to analyze the situation, "to which we hope that representatives of the City Council will come", Holds Padin.

Okupation in Cartagena

The orange formation shows its concern that the phenomenon of illegal and violent squatting far from disappearing is increasing in Cartagena, "cases have already been detected in Los Nietos where there are narcophones in front of a public school, in La Palma, in the neighborhood Virgen de la Caridad, Barrio Peral, Pozo Estrecho, La Aljorra, in the area of La Serreta, in La Palma, El Portús, and now in Isla Plana, among other areas of the municipality, "explained Manuel Padín who has recriminated PSOE and We can vote against the plan against illegal and violent occupation presented by Citizens in the regular plenary of April 2017, "the spokeswoman of Podemos came to accuse Cs and the press of generating an unnecessary alarm and dared to ensure that illegal and violent occupation did not exist in Cartagena, only in large cities. "

As reported by Manuel Padin, "since then, we are in talks with PP and MC, formations that abstained in the vote, to reactivate and return to full this plan that has no other objective than to curb the violent and mafia dimension of the phenomenon of squatting in Cartagena ".

Support for the proposed Law against the occupation of Cs

Citizens also requested in that plenary session that the Plenary will support the proposal of Cs to modify the Law of Bases of Local Regime and the Law of Horizontal Property presented in the Congress of Deputies, in order to allow the municipalities to exercise, prior cession by part of the communities of owners, the legal actions that proceed in the case of illegal squatting of houses or buildings that cause serious annoyances in matters of security and neighborhood coexistence.

At present, the town councils can only act by substitute execution in cases in which the duty of conservation of a property or a dwelling prevails, and when an eviction becomes inevitable to maintain security.

The proposal of Cs takes a step further and proposes that the communities of neighbors can cede the action of initiation of legal proceedings, the session would act on their behalf and, once the property was recovered, the city could act to take those measures that It should have taken the owner to guarantee the rights of the other neighbors.

The proposal also defends the repercussion of the judicial costs and possible sanctions to the real owner appealing to the obligation of responsibility that often falls into oblivion.

According to Manuel Padín, "this is a proposal that would fundamentally act against the 'neglect' of banking entities and that seeks to end more serious situations (such as Los Nietos narcophones) and that also raises the possibility of creating mechanisms for Housing recovery for the city. "

The Municipal Plan of Cs Cartagena

The proposal of Cs intended to launch in Cartagena included a Plan for the Protection of Coexistence and Neighborhood Security against illegal and violent squatting that includes, among other measures, the creation of an Office for the Defense of the Rights of Neighbors Affected by the Law. Illegal occupation, as the body in charge of ensuring security and neighborhood coexistence.

Within the framework of this office, a monitoring unit against illegal occupations would coordinate surveillance actions and instruct the necessary administrative files to accredit the facts contrary to the ordinances in terms of coexistence and citizen protection, in order to serve as evidence in the relevant judicial processes.

The neighborhood complaints would be collected in a centralized point of neighborhood attention against the usurpation.

The Cs plan also requested the reinforcement of the police presence and preventive patrolling in the areas affected by the squatting problem and that in the maximum period of three months the work for the elaboration of a census of occupied housing quantitative and qualitative, where the type of occupation is indicated, clearly differentiating the mafia occupations from the people who carry them out for reasons of necessity.
