MC has denounced, this morning, the apathy in the management shown by the president of the Neighborhood Board of Molinos Marfagones, Antonio Bernal (PSOE), who with that attitude avoids the necessary participation in this decentralization body.
The lack of interest in exercising their responsibilities and, in passing, preventing the representatives of the different political groups from carrying out their opposition work becomes very evident when only two plenary sessions are called for throughout 2018, with the neighborhood council having the least participation of the twelve that exist.
It should be remembered that the rules of the neighborhood councils provide for a minimum of four ordinary plenary sessions during the year and as many extraordinary meetings as required.
In spite of this, as of July 31, only one ordinary and one extraordinary have been held, while in 2018, on the same date, seven had already been held (two ordinary and five extraordinary).
The councilor of MC Cartagena and head of Transparency, María José Soler, explained that "the failure to call plenary sessions and the consequent lack of information to the neighbors about the activities and projects for their territory is creating discomfort due to the lack of participation of the neighbors in the ordinary plenary sessions, as it is included in the current regulation of Citizen Participation in the object and scope of its Title I, in which it is stated that all the residents registered in the register will be able to participate in this decentralizing body so that their opinions can be collected, according to Title III of the regulation in the forms of participation ".
Soler regretted that "Bernal, who has hardly any support, is free, and provokes with this way of proceeding that the residents of the area learn about the actions in their populations only through the media."
In another order of things, the mayor of MC has reported that "the lack of management of Antonio Bernal has caused that, to date, has not yet taken possession as a member of our formation in the Board of Molinos Marfagones, Manuel Arce, despite the fact that the appointment decree dates from April 15 ".
He also assured that "in addition, we also miss information on the actions to be carried out in the western area in projects such as asphalt layers in the municipality, which collected 74,977 euros for the area, as well as other actions such as improvement of road from Castilla to Los Pinos ".
In this line, María José Soler has stated that "the procedure of Bernal and its interpretation of the regulation of citizen participation deprives any citizen of the area, who is not integrated in any association or neighborhood entity, to attend freely a public plenary ordinary and to make use of article 24 c, in which it is stated that the public attending on specific topics may make use of requests and questions ".
This lack of transparency and obstacles to participation reach the PSOE globally since, as summarized by Soler, "there is no doubt about the failure in the decentralization management of the council that runs Torralba, since in these three years has been unable to execute the modification of the citizen participation regulation, essential tool for the entire municipal area and, especially, for the development of our neighborhoods and councils ".
