MC Cartagena continues to lead the recovery of the Windmills by demanding from the Assembly a Master Plan (19/07/2018)

Today, the president of MC Cartagena, Jesus Giménez, has informed the initiative that will defend its formation in the next plenary session, through the municipal group, so that the City Council urges the Regional Assembly to the constitution of a working table that will be commission to develop a Master Plan for Windmills of regional scope.

The proposal was transferred by the Coordinator of Heritage of MC Cartagena, María Dolores Ruiz, communicating to the municipal group the need to alleviate the immobility of the Executive of Lopez Miras, who has paralyzed, among other issues, the announced plan of Noelia Arroyo that, as was usual in the counselor, was limited to a photo.

This has been reported by Giménez, who has meant the years of work on wind mills and the rest of the heritage of the region of Ruiz, to end up proposing "the execution of a cross-cutting Master Plan for the Mills of Campo de Cartagena that encourages collaboration between administrations, the involvement of the Ministry of Education for the knowledge of this heritage in public and private education centers, the collaboration of the Ministry of Tourism for the development of guided routes and the creation of the Research Center of the Mills of Wind in the Salinas del Mar Menor ".

"An ambitious project that is consistent with the work that MC has been doing since his work in the Government of Cartagena and now from the opposition with his municipal group", said the leader Cartagena.

In this regard, he recalled the lines of action of Ricardo Segado at the head of the Department of Heritage, supported by the Coordinator of Historical and Archaeological Heritage, Mari Carmen Berrocal, "for the recovery of windmills. the recovery of the Monte Sacro mill that should serve as a beacon for the recovery of this urban environment, as well as the Molino de las Piedras, as well as the initiatives promoted by the Neighborhood Boards to work on the recovery of the mills registered in the area territorial of each one ".

Finally, he has alluded to the Director Plan of the counselor Noelia Arroyo, at the request of Segado who, "like everything raised by Arroyo was in a photo within a large frame, the Palacio Aguirre, and no work".

"The proposal of María Dolores Ruiz is very beneficial to continue working on the conservation and dissemination of this great heritage, taking into account that Cartagena is the Spanish municipality that has more mills, almost 200".

"Therefore, our municipal group will present a motion in the next plenary session to urge the Regional Assembly to move forward in this Master Plan, providing it with a budget item, if they continue with the inaction of decades, in the month of May or June. of 2019, we will promote it from within, as a MC Cartagena group ", concluded Giménez.

Objectives of the Master Plan

MC, through its municipal group, and following the guidelines of María Dolores Ruiz, will propose that the Regional Assembly constitute a table for the development of a Wind Mill Master Plan that should include:

a) The drafting of an inventory containing the photographic documentation and the updated status of each of the Windmills of the Campo de Cartagena.

b) A list of guidelines to the municipal technicians of the municipalities in whose territory windmills are located to collaborate and provide the necessary data to complete this inventory, describing their current situation, in order to expedite the allocation of the individualized environment of protection of them.

c) That it studies to promote from the legislative scope a Master Plan for Wind Mills, endowed with annual budget items in order to definitively value this important cultural and ethnographic heritage.

d) To encourage, for the drafting of the aforementioned plan, contact with Spanish localities where the windmill has been converted into a point of first-class tourist attraction.

e) That the aforementioned plan encourages citizen and municipal participation to maintain the actions carried out.

f) That works, through a close collaboration with the Ministry of Education, the knowledge of this heritage in public and concert schools.

g) The collaboration with the Ministry of Tourism for the development of guided routes.

h) The development of an interpretation center for the Windmills in the Marchamalo Saltworks (La Manga del Mar Menor).

This action, together with the current process of rehabilitation of the Monastery of San Ginés de la Jara and the consolidation of the hermitages of Monte Miral, will open new ways for the development of cultural tourism, so needed in the area.

Windmills

The file for the opening of the wind mills of Campo de Cartagena as an asset of Cultural Interest (BIC) was initiated by the resolution dated November 3, 1986. Finally they were declared BIC, with the category of monument, through the transitory provision first of Law 4/2007, of March 16, of the Law of Cultural Heritage of the CARM.

At that time, each mill was not assigned an individualized environment, an issue addressed by the Daphne association.

In 2015, the entity urged the regional administration to allocate an individualized environment to each of the related mills in 1995, requesting that the CARM tour visit each one to check its status and update the inventory of its belongings.

A need that has been highlighted by Daphne because, having expired the file, has considered that knowing their status, the inventory of their belongings and photographic documentation is essential to assess their current situation.

In this sense, it is considered essential that each of the monuments be assigned an environment of individualized protection that helps to integrate them properly into the landscape.
