Citizens today expressed their satisfaction at having been the party that has promoted the first debate on the state of the municipality (DEM) in the history of democracy in Cartagena.

The plenary agreement that made it possible took place in the plenary session of November 2016 at the proposal of the orange training.

The spokesman for Citizens, Manuel Padín, recalls the importance of this debate that will be held between September 17 and 20, as has been known today at the extraordinary Board of Spokespersons, "especially in these moments full of uncertainty that are experienced in the municipal policy ".

"Under our criterion, this municipal Corporation needs an urgent examination of conscience, a deep exercise of self-criticism to stop the political inertia of recent years that has been marked by circumstantial improvisation, by the absence of a clear course, of long-term objectives term, by the paralysis of the investment despite having a surplus, or by the lack of coordination between the neighborhood councils and the City Council ", explained Manuel Padín.

The spokesman of Cs hopes that the Debate on the State of the Municipality does not turn into a useless empty shell full of cross accusations and reproaches, "but quite the opposite, in a point of inflection full of content where a minimum agreement is reached between all the political parties to re-dignify the Cartagena policy and that it complies with what is expected of it, among other things, efficiency and optimization in the management of public resources ".

To achieve this goal, the orange training has advanced and is working on a minimum document that will be presented at the DEM, "in that letter, which we will share with the rest of the political forces for their contributions, we will make a diagnosis of the causes that we have led to this long municipal crisis but we will also be proactive, and we will defend the need to establish mechanisms so that the elaboration of the municipal budgets can begin in October and whose approval, at the latest, takes place before the end of the year, for a entry into force on January 1 ".

"We drag a huge delay since the time of Mrs. Barreiro, and it is time to do things well with the most important accounting document of a municipality on which depends the development of public works, the hiring of companies, the creation of jobs or something as important as subsidies and subsidies to groups and associations ".

"If we are not able to increase our rate of execution, and for that it is necessary to have the budget at the beginning of the year, we will continue adrift", explained Manuel Padín.

That minimum agreement that Cs intends will also incorporate commitments to make the development of plenary sessions, working groups and research commissions more efficient and productive.

As for the proposals not linked to the internal municipal operation, Manuel Padín has advanced that his group is working, together with the regional leadership of the party, in several proposals that pursue "to end the ostracism that has been submitted to Cartagena for decades on the part of the regional Government of the PP and that could mark a before and an after for the whole Region ".

"We hope that this debate will dignify Cartagena's policy and that all political parties will come forward with the desire to build and add to optimize the management of public resources," says Manuel Padín, who has once again clarified that this debate will be held with a year of delay, since in 2017 it could not be made due to the change in the City Hall of Cartagena as it marks the current ROP.

Ciudadanos pursues the celebration of this debate since 2016 because, he argues, "a municipality of more than 217,000 inhabitants and with such a complex administrative organization must have an instrument of control and analysis of the actions that are developed to perform a complete radiography where and under what conditions is Cartagena at a particular time of the year. "

July 31, Table to modify the Organic Regulation of the Plenary

Citizens today also expressed their satisfaction with the convocation of the commission that will work on the modification of the Organic Regulation of the Plenary on July 31 "because it is an obsolete text that slows down and hinders the functioning of municipal policy," explains Manuel Padín .

The orange training recalls that the motion to make this space possible was approved more than a year ago and that, despite the fact that the Socialist spokesperson, Obdulia Gómez, assured Cs questions that the commission to reform the ROP of the City Council convened in September 2017, the Municipal Groups have been waiting for its constitution until now.

The orange formation considers that the current regulation, dating from 2006, contains clamorous correspondence errors between articles and does not have an organized general structure.

"Now what we have to do is work without pause and effectively, and within our reach we have many modern and adapted municipal regulations that are working successfully in other big cities, so I understand that this work should not be extended beyond the month of December." , indicates the orange training spokesperson.

Among the modifications to which the current Organic Regulation of the Plenary must be submitted, Citizens maintains the need to regulate the duration of the marathon plenary sessions - which have exceeded 12 hours - to make them more operational and digestible and the regulation of the municipal research commissions, to ensure that they all work under the same criteria, in a more efficient and productive way.
