Citizens request the mayor of Cartagena to set the date of the Debate on the State of the Municipality as soon as possible (14/06/2018)

- "The current ROP contains serious errors of correspondence between articles, does not have an organized general structure and hinders the operation of the Cartagena policy", warns the spokesman of Ciudadanos Cartagena, Manuel Padín

Citizens will ask in the next Plenary session the mayor of Cartagena, Ana Belén Castejón, the reasons why a date has yet to be established to hold the Debate on the State of the Municipality, whose implementation was unanimously approved at the November Plenary. 2016 at the proposal of the orange training.

The spokesman for Citizens, Manuel Padín, recalls the importance of this debate, "especially in those convulsive moments through which the municipal policy goes."

"We hope that this debate will dignify the Cartagena policy and that all political parties become aware of the need, among other things, to optimize the management of public resources."

Manuel Padín clarifies that the celebration of this debate will be one year late, since in 2017 it could not be done due to the change in the City Hall of Cartagena as marked by the current ROP, and reminds "that the date must be duly agreed upon with the rest of the municipal political groups. "

Ciudadanos pursues the celebration of this debate since 2016 because, he argues, "a municipality of more than 217,000 inhabitants and with such a complex administrative organization must have an instrument of control and analysis of the actions that are developed to perform a complete radiography where and under what conditions is Cartagena at a particular time of the year. "

Therefore, Citizens will urge the municipal Executive in the next plenary to establish the date for the celebration of this monographic plenary.

Modification of the Organic Regulation of the Plenary

Citizens will also urge the mayor to urgently set up the commission that will work on amending the Organic Regulation of the Plenary because it is an obsolete text that slows down and hinders the functioning of municipal policy.

The orange formation recalls that the motion was approved more than a year ago and that, despite the fact that the Socialist spokesperson, Obdulia Gómez, assured Cs questions that the commission to reform the ROP of the City Council would be convened in September 2017 , the Municipal Groups continue waiting for its constitution.

The orange formation considers that the current regulation, which dates from 2006, contains serious errors of correspondence between articles and lacks an organized general structure.

"It is urgent that Ana Belén Castejón comply with the plenary agreement and immediately convene the Commission to adapt the regulation to the current political reality before the end of the legislature or the next municipal Corporation will drag these problems," says Manuel Padín.

Among the modifications to which the current Organic Regulation of the Plenary must be submitted, Citizens maintain the need to regulate the duration of the marathon plenary sessions - which have exceeded 12 hours - to make them more operational and digestible and the regulation of the municipal research commissions, to ensure that they all work under the same criteria, in a more efficient and productive way.
