The municipal government carries out its budget with amendments from all the municipal groups (17/05/2018)

The Plenary of the City of Cartagena today approved the municipal budget for 2018, amounting to 199.5 million euros, eight more than in 2017. The final document has been proposed by the socialist municipal government, with the addition of partial amendments of all the municipal groups, approved during the debate.

The vote has had an important support, the biggest of the last legislatures, since it has reaped 24 of the 27 members of the Corporation, which included the favorable votes of PP, PSOE, MC Cartagena and Citizens, and against, of CTSSP.

The Councilor for the Treasury, Carmen Martín, pointed out in her presentation the will of the government team to meet with this budget the priority needs of the citizens with the most deficiencies, increasing the allocations for Social Policy, as well as its commitment to citizen participation, with more than two million euros allocated to projects chosen by the neighbors.

The debate began with a total amendment to the budget proposed by the PP, which was rejected by the votes against PSOE, MC Cartagena and Ciudadanos, and the abstention of CTSSP.

Then the municipal groups were presenting their partial amendments, obtaining all of them the approval of some of them.

Thus, CTTSP obtained the approval of one for the relocation of women victims of gender violence and another for the expansion of the network of libraries and study rooms.

For its part Citizens got the necessary support to move forward their amendments for the creation of a parking deterrent next to the Hospital of Santa Lucia and to provide various programs of entrepreneurship and employment activation of the ADLE.

The PSOE itself also introduced an amendment so that the planned departure for the replacement of the pool cover of La Aljorra, initially approved with a surplus, will be used in the budget for new works in neighborhoods and councils.

On the other hand, MC Cartagena obtained enough support to introduce a large part of its amendments, among which were the construction and adaptation of the offices of Santa Ana, La Azohía and Playa Honda, performances in the Roman Amphitheater, the reform of the Plaza de la Merced and San Diego Street, repaving the Alameda de San Antón, reform of the Plaza de Alicante and median of Alfonso XIII, among others.

The PP also managed to introduce partial amendments to the budget such as the adaptation of the plot of the College of La Aljorra, the arrangement of the facade of the Church of Santa Maria de Gracia and the improvement of Cuatro Santos street.

At the end of the debate and the approval, the mayor, Ana Belén Castejón, thanked the work and effort of the municipal technicians, as well as the municipal groups for getting this budget agreed upon in a consensual manner.

MUNICIPAL SURPLUS

The plenary had previously given the green light with the votes in favor of PP, PSOE and Citizens, and the abstentions of MC Cartagena and CTSSP, to the application of the 12.5 million euros of the surplus of 2017, of which 4.7 millions will be earmarked for the early repayment of loans, 5.3 million to pay invoices to suppliers and 2.5 million for financially sustainable works in most neighborhoods and councils, according to the needs expressed by the own neighbors.

CTSSP had presented an alternative proposal for the application of the amount destined for works in the six neediest neighborhoods: Los Mateos, Lo Campano, Santa Lucía, Santa Lucía, Villalba and Virgen de la Caridad, but did not go ahead by refraining from MC Cartagena and voting against PP, PSOE and Citizens.
