Citizens receive Vía Libre and recriminates the Government for not having launched the Pedestrian and Bicycle Office (29/04/2018)

- "Cartagena has a strong deficit in infrastructures, and drags a lack of very strong planning to adapt the environment to cycling traffic", says the spokesman of the Orange formation, Manuel Padín

The spokesman of the Municipal Group of Citizens in Cartagena and the regional deputy of the orange formation, Luis Fernandez, have received at the Consistorial Palace the Vía Libre Cartagena collective, which for decades promotes the use of bicycles to convert this means of transport into a true alternative of mobility in the municipality of Cartagena.

Among the issues discussed has highlighted the need to adapt and increase the kilometers of bike lanes.

In the opinion of this group, Cartagena is far from being a city well adapted to sustainable mobility such as San Sebastian or Vitoria and listed dozens of black spots, dangerous places for cyclists as poorly marked intersections.

They also lamented the lack of 30 zones, of dissuasive parking lots, and the insurmountable obstacles for pedestrians on sidewalks.

The president of this association, José Ángel Vivancos, presented Citizens with a document with short, medium and long term proposals and projects that this group considers essential.

Among the measures that they want to implement is the drafting and implementation of a Master Plan for Municipal Cycling Mobility, the creation of a Pedestrian and Bicycle Office, the commitment to campaigns to promote the use of the bike to go to work or to school, educational workshops, such as the 'biciescuela', and the design of a safe school path program, as has already been done in other cities.

In this sense, the local spokesman of Cs recalled that in September 2016, PSOE and MC presented a motion, approved unanimously, to analyze through an economic and budgetary study the feasibility and convenience of setting up a Pedestrian Office and the Bicycle, "of course, after almost two years since the agreement, we do not know anything about that study or its conclusions, and less about that office that would come to centralize the knowledge and proposals of this and other groups, an issue that we will ask in the next ordinary Plenary. "

The Office of the Pedestrian and Bicycle has been operating for several years in Zaragoza, Barcelona, Madrid or Murcia, "how easy it would have been to request in 2016 to the City Council of the neighboring city a report on the organization and budget of this municipal structure", regrets Manuel Padín.

The spokesman of the orange training is committed to study and analyze all the documentation received, "there are so many benefits associated with the use of bicycles in urban centers that it is impossible not to sympathize and support the cause of this group, advantages for our health, for the decongestion of the traffic and the parking, for the care of the environment, and even advantages for the family economy since it supposes a considerable relief for our pockets ".

The spokesman for Citizens has said that "what other Spanish cities have achieved in recent years, such as Seville, Vitoria or San Sebastian, to adapt and encourage the use of the bicycle is enviable, and I would like for my city a similar level, unfortunately , in this area, Cartagena has a strong deficit in infrastructures, and drags a lack of very marked planning to adapt the environment to cyclist traffic ".

Road Safety and bike lanes

On the occasion of some of the claims made by Vía Libre, the spokesperson for Citizens in Cartagena recalled that "our Group promoted a plenary agreement in September 2017 for the Government to design an improvement plan for safety and visibility in the steps of pedestrians with the updating of vertical signage, the transfer of containers that hinder the vision and the regulation of the speed bumps of the municipality, "there are innumerable cases in which the signal of preferential cyclist passage is badly signaled or does not exist when it should be;

Sometimes pedestrians or bicycles are so far from the roundabouts that they force their users to travel many unnecessary kilometers ".

In addition, Manuel Padín also recalled that Ciudadanos denounced in October 2017 the deficient and third world status of the network of bike lanes in the municipality, "we requested in plenary session the City of Cartagena to conduct a review by the state's municipal technicians of these roads and that it is proceeded to repaint those sections that need it, the recovery of the deteriorated pavement, solve the security problems in some sections and undertake campaigns to make the pedestrian aware that they should not use these spaces, among other issues ".

"The opposition can detect problems, propose solutions, and achieve plenary agreements, but if afterwards there is no political will in the Government to execute them, our work is of little use and we do a disservice to democracy," said the spokesperson for the training. orange.
